After 3+ years of planning and review, Carlsbad City Council unanimously approved the Specific Plan and Site Development Plan and certified the Environmental Impact Report (EIR) for Westfield’s proposed shopping center renovation project. HELIX prepared technical studies and the EIR for the project.
