Lesley Owning Promoted to Planning Group Manager

We’re excited to announce the promotion of Lesley Owning to Environmental Planning Group Manager for our Northern California region!

In this expanded role, Lesley now leads the environmental planning efforts and environmental planning teams in our Placer County (Roseville) and Sacramento County (Folsom) offices overseeing the planning phases for site development, natural resource management, and land use planning projects, including documentation and compliance pursuant to CEQA and NEPA. Lesley has extensive experience preparing CEQA/NEPA documentation for land development/redevelopment, infrastructure improvement, renewable energy, and other planning/public works projects for a variety of clients throughout Northern California. She also has extensive experience managing extension of staff as-needed contracts to review and process project applications for many counties in the region. Additionally, Lesley develops CEQA review and strategy plans for private and public clients early in the project planning phase, and further provides environmental compliance support and oversees implementation of mitigation monitoring and reporting programs following project approvals and throughout project construction.
