Bernardo Shores SimHELIX Environmental Planning (HELIX) prepared an Initial Study/Mitigated Negative Declaration (IS/MND) and obtained permits for the proposed redevelopment of an existing 10-acre, 124-space adult recreational vehicle park to a gated residential community of 190 townhomes, four detached single-family houses, and related amenities in the City of Imperial Beach in southwestern San Diego County. The project includes the construction of a bike path connecting the San Diego Bayshore Bikeway to the proposed residential community, and it features a 100-foot-wide buffer zone (including wetland mitigation) along Pond 10A of the South San Diego Bay Unit of the San Diego Bay National Wildlife Refuge. HELIX managed the IS/MND; conducted biological studies; secured a coastal development permit and wetland permits; and designed the on site wetland mitigation. Key issues included coastal zone policy conformance; biological resources and permitting; geology and soils; and noise.
