LOSSAN Rail Corridor Double Track Projects
HELIX Environmental Planning (HELIX) has provided environmental services for several SANDAG Los Angeles-San Diego-San Luis Obispo (LOSSAN) Double Track projects. Services included environmental program scoping; environmental constraints/alternatives analysis; alternatives screening; NEPA/CEQA document preparation; biology studies, focused species surveys and jurisdictional delineations; conformance with Federal Transportation Association (FTA) and Federal Railroad Administration (FRA) requirements; regulatory permitting (including Section 404 permits, Section 401 certifications, Section 7 consultations, and federal coastal consistency determinations); preparation of other technical studies including air quality reports, noise reports, Section 4(f) evaluations, and visual impact studies; and participation in numerous Project Design Team meetings with SANDAG staff and consultants. Services are being provided in various combinations for these projects: San Dieguito Double Track Bridge Replacement, and Del Mar Fairgrounds Special Events Platform, East Brook to Shell Double Track and Bridge Replacement, Batiquitos Lagoon Double Track and Bridge Replacement, San Onofre to Pulgas Double Track, and Elvira to Morena Double Track.
