HELIX prepared an EIR to address the construction of a 92,700 s.f., non-profit educational and research facility for children and adults with developmental and learning disabilities in the Twin Oaks community in northern San Diego County. The project would preserve and incorporate a local historic ranch house. Primary issues include land use and planning, agriculture, transportation, biological and cultural resources, transportation, noise and hazardous materials.
