
HELIX has provided on-call environmental planning services to UCSD for over 10 years, over which time the contract has been extended three times by UCSD’s Physical Planning Office. Task orders have entailed working as an extension of UCSD staff and preparing and coordinating multiple, simultaneous CEQA documents and technical studies by HELIX staff and our five subcontractors. HELIX staff has also conducted post-CEQA mitigation monitoring during project construction.
Project assignments have included preparing technical studies and CEQA documentation for the 2004 Long Range Development Plan (LRDP), housing projects, academic and research facilities, a hospital expansion, an office building, a science research park, utility improvements, student support facilities, parking structures, and recreation facilities.
Specific tasks have included the preparation of Environmental Impact Reports (EIRs); Initial Studies/Mitigated Negative Declarations (IS/MNDs); Mitigation Monitoring and Reporting Programs; CEQA Findings; Preliminary Environmental Assessments (PEA); biology surveys and technical studies; a habitat management plan; wetland permit documentation; cultural resources investigations; air quality/air toxics assessments; greenhouse gas evaluations; hazardous materials/waste assessments; noise studies; traffic analyses; and visual quality investigations and computer simulations. Services have been provided on approximately 35 task orders since the inception of the contract in 1999.
