HELIX conducts air quality analyses and air pollution analyses for environmental documents and impact statements. We prepare air quality impact analyses that meet CEQA and NEPA requirements, regional air authority regulations, and the transportation conformity requirements and general conformity requirements of the Clean Air Act Amendments of 1990. We are also experienced with the permitting and compliance aspects of air quality management for existing and proposed stationary emission sources. Our air quality specialists use computer-simulated programs and models to perform mobile and stationary source air quality analyses, and to calculate air emissions and pollutant concentrations from mobile, area, and point sources. The HELIX air quality staff have more than 20 years of experience providing air quality and related services for a wide range of projects including land use developments, highways, electricity generation, transmission lines, utility pipelines, public transit, marine ports, and airports, for a variety of government and industrial clients.
- In response to growing scientific and political concern with global climate change, California has recently adopted a series of laws and regulations to reduce emissions of greenhouse gases (GHG) into the atmosphere from industrial, commercial, and transportation activities within the State. California is committed to reducing statewide GHG emissions by 169 million metric tons by 2020. Integrated land use developments, transportation, and utility planning will play a key role in controlling GHG emissions and CEQA has been in an important tool in facing the challenge of reducing emissions. New CEQA guidance requires that project sponsors quantify GHG emissions and demonstrate how projects will be consistent with State goals to combat global warming. In addition, the U.S. Environmental Protection Agency (EPA) has recently announced that GHGs constitute a threat to public health and welfare, and plan to issue regulations on reducing GHG emissions from motor vehicles and large industrial facilities.
- HELIX provides a host of climate change services, including GHG inventory analysis, GHG mitigation plan development, and climate change analysis, consistent with CEQA and NEPA requirements. We use the most current methodologies to calculate GHG emissions from vehicle activity, electricity use, natural gas consumption, and energy use associated with the transport and consumption of water. We also determine the project effects on climate change and provide guidance on how future projects will likely have to adapt to potential changes in the environment due to climate change.
- Most local air districts require that a health risk assessment be performed for projects involving the release of toxic air contaminants (TACs) such as diesel particulate matter from heavy duty diesel trucks, benzene from gasoline service stations, and other large TAC emissions from marine ports and airports. HELIX prepares the necessary assessment by quantifying toxic air emissions and resulting health risks at sensitive receptors using advanced toxic air emission and health risk assessment tools in accordance with the California Office of Environmental Health Hazard Assessments and U.S. EPA guidelines.
